    people with low incomes are by definition are negative in terms of dollars generated to pay for government services.
    the cost to educate two children in a major city is 10k per child. low income families do not generate $20000 to cover this cost. compared to the native born. at least the illegal in most cases cannot receive welfare or unemployment unless they stolen someone's identity. any contribution for social security is lost because they cannot collect. this is one argument for not legalizing illegals because they would become an additional drain on the pension system, the unemployment system and the welfare system.

    the economic reality is that the US as well as europe is a ponzi system the countries cannot pay for all the promises they have made to government workers and to all retirees eg health coverage and public pensions. the point of the fed study that immigrants particularly illegals do not take jobs away from the native born is true. americans will not take $8/hr doing stoop labor in the sun or dangerous work in a meat factory or irregular work when they can stay at home collecting unemployment for 2 years.

    the bottom line issue is a bloated public sector in the US (both in numbers and in salaries and benefits). unless this issue is addressed the US will not exit from its economic quagmire.
