It is just a matter of professional courtesy. I couldn't see the rats on capital hill wanting to see other rats harmed.
Naturally, the animal rights activists are more concerned with the well being of the rats and mice than they are about advancements in science/medicine that can save human lives: I read about this guy who worked for the Post Office. He used to keep a thermometer in the truck and record the temp each day.Occasionaly he would mention that the Aspca wouldn't allow a dog to work in that temp but we do.Basically he was told to shut the fuck up. and get rid of the thermometer.
