Simple solution - no welfare, education, or hospital treatment for anyone without a US passport or green card (or legit tourist/business visa). Any illegal immigrant pays a $50k fine or gets 5 years hard labour if they can't afford it, then deported once the fine or prison term is complete. All family members/dependents of illegals get citizenship revoked and must reapply - showing legit employment (for over 16s) or full school attendance (under 16s), no criminal record, or they get deported and barred from re-entering the country.

A legitimate liberal immigration policy can then be pursued - allow genuine political refugees, people who US companies want to hire, and anyone with legitimate employment skills or enough savings to be self-sufficient. Encourage value-adding migrants by copying the UK policy where anyone who can deposit 200k in a bank account can get a business/investment residency visa. Migration would then go from criminals with no language or educational skills, to law abiding people with significant education, earning potential, and capital to bring to the country.

A good immigration policy should result in the average GNP per capita, education level, and wealth increasing; and incidences of crime decreasing. Not the other way round.
