Everyone who was around 100 years ago will have said something about eugenics you can twist or blow up. Politicians of all stripes, wealthy people, common folk and very very often clergy were interested in it as a way to reduce sickness and suffering. For the most part naive good intentions in a world where there were still precious few medical cures and great pain. Since disease was still poorly understood, antibiotics still years away, making more resilient people was not a weird idea.
