Yes, but the nukes are spread out all over the country. Their intelligence service created the taliban and are sympathetic to them. They are seen as a means to prevent India from gaining a foothold in afghanistan. The US simply does not have the resources to invade Pakistan. We could make some limited incursions, but what happens if they use a nuke on our troops? Most likely, if the taliban take over, we will do nothing except talk.
I heard with pakistan the nuclear option is on the redbook. If taliban shows up in pakistan wielding a nuke I would not be surprised if a medium yield device is detonated over pakistan.
