I'm not an expert but I would guess the margin for a billion dollar account would be customized to the situation. Maybe no margin, maybe 10x margin.
Why even bother trading when you have a billion (US dollars I presume)? What are you trying to do anyway, short the British pound, Soros style? Just kidding.
