Just give every household, illegal alien, prisoner, etc. $10 million each. I mean, why not? Who cares if we get Weimar-style hyperinflation? The printing presses will just work overtime. Stimulus, bailouts and other give-aways are so easily refuted by a simple reductio ad absurdum.
