For less frequently used options like this, I usually:

    Create a new order line
Right click on it and pick Modify > Ticket
Go to the TIF tag if in compact mode (if in comprehensive mode, GAT will be on the main page)
    Then change GAT

    See illustration.

is there a way to get GAT order to close any open positions? or do you have to specify a buy or sell trade?

You can put your orders in one OCA group and have all reduced by the amount of the filled order.

    Orders sit at IB's servers.

I think there is a way to create a triggered order at a certain time to do close but haven't done that myself.

I have used it before. If you want to trade the ES at close i.e. buy at close if the market is higher than 1480 say. Then use a GAT MARKET BUY order to be valid after 15:14:45 and to expire at 15:15:00 with the condition being that ES Sep 07 >= 1480
