Exactly what is not clear that appears as gibberish to you? You do seem to require a lot of clarification of statements. "I can't be covered ART, it's in the record." Speaking of clarification, the above statement of yours makes no sense to me. As far as fabrication, that would require intent to deceive, which is much different in concept than a mistake.
