It was probably an Obama directive to try to keep emails other places than on government computers where they could be subpoenaed by Congress. Napolitano claims she doesn't use email. Probably just so nothing can be found to incriminate her in anything she does.
Considering that his entire career fell apart because his mistress was sending nasty emails to a woman (Jill Kelley) who is likely his second mistress.... maybe the moral of the story is that it is better to keep your zipper up.
