One of the best ways to lower CO2 emissions would be to insist by law that any new cars sold after 2020 are either electric or hybrids. With 2030 for only electric cars. Hydro electric power stations could shut down coal and gas ones, plus supply water to draught affected farmers.
The effect Volcanoes have on climate is not limited by CO2 emissions. Since China by itself contributes over 25% of the Worlds CO2 emissions- far greater than any other country, including the US -- I think last year it was closer to 30%....
