Why do you assume that the charges are made up? Trump has charged the chinese with a whole spectrum of criminal charges from sanctions violations, to intellectual property theft, and so on. If China does not adequately address some of those issues as part of trade negotiations then he needs to continue to work it through the criminal justice system. If the Americans become convinced along the way that an alternate settlement and other assurances are in place then that can be a consideration in whether to proceed criminally. It's done everyday, in every jurisdiction in the US and in regard to all criminal matters. Nothing new there. The only thing that is new is that someone actually took real action against a violator. Sometimes you start locking up fishermen- for example- for violating territorial waters and sometimes when the other country in the dispute comes to the table and gives assurances and reaches agreement you can reconsider the charges. Nothing wrong with that and nothing unhealthy about that unless the charges are totally baseless and no violations ever occurred. In the huawea case you seem to be the only one who knows that they were totally fabricated and that she and the company committed no violations.
