If you're referring to the states that thought it was a good idea to put the sick in with the elderly (brilliant, that) then I think the reason is that they figured out what a stupid decision that was. They locked down everything (some are still locked down a year later). They open up and guess what is going to happen? Of course, you remove the economic impact of locking down from the equation. Conveniently, of course.
