How to exploit a corrupt country

Let us for argument's sake say you have access to the top corrupt politicians of a country in Africa and Asia, who are themselves eager to exploit their position and siphon off money for themselves in an offshore bank account. These guys are just waiting for ideas and proposals for deals that can benefit themselves. Ethics aside, what would be the best way to exploit this and present them with projects and solutions?

 

You might start in the USA, if you're so inclined toward such activity. You could probably, easily get some kind of deal going as a middleman between Rick Perry and Merck.

 

Of course, the US is systematically corrupt

 

I'm going to go with my first thought. Head over to the UN. I would use the food or medicine angle, this appeals to the emotional aspect and not much need for "proper" accounting.
