How to bet against Sectors w/o shorting?

  1. Are there securities (ETF-like) which move opposite to a particular sector? i.e., How can one bet against a sector in a IRA-type acct where shorting is not allowed?

    I know buying puts on ETFs is an option, but I don't think that will work well for me. Is there another way?

    I am not aware of any sector futures that trade actively either. (Is there?)

    Are there "bear" sector funds that can be bought in anticipation of a downturn in a sector? I'm looking for the major sectors (energy, housing, semiconductor, financials etc )
