The point is if you try to manipulate the market and you are a trader then you can expect to face a trial and perhaps even jail. Now if you are a journalist and you report news from an "anonymous" source perhaps with the intent to move the market for the advantage of yourself or others, then so far as I can see you are not subject to any regulatory frame work to either prevent you from doing this or to punish you if caught.
