Forex.com is charging $15 per month for accounts that were inactive for at least 180 days and with a balances below $100. I don't think this is fair unless you specify it in the terms and conditions (they only say that they can charge for inactivity without any specifics) or send an email about it. I have protested it and closed my account at forex.com.
Many (or most) brokers have some sort of inactivity fee. Somehow I don't think forex.com is too concerned about a client with less than $100 in his account which he hasn't used in over 6 months.
