How can you even claim that technicals matter?

I received newsletter thursday on a 600m mcap company from researcher claiming stock down 40% short term on technicals. Its down 25% since newsletter.

 

I think Surf is back. Nobody can leave ET for a prolonged time.

 

Any idea what particular technicals they use? Or even an educated guess?
