I'm just trying to reduce the # of "New Thread" e-mails I get and unfortunately, that would do nothing to alleviate those. This is particularly true when one person starts a spam thread in every forum that I subscribe to.

  4. chit chat & poli reli etc should in NO WAY serve to establish "quasi-legitimacy" of a handle...

probation period: spammers' time is money, they focus on least-resistance-path, max-impact type techniques /sites... agree that an always-on posse of anti-spam warriors is a good complimentary measure though!

anonymizer type spamming: there are tools, e.g. http://forums.b2evolution.net/viewforum.php?f=37
... just ban the incriminated domains and inform the domain owners... its for them to take appropriate measures, and if they don't, then no regret in having banned them...
