Can this possibly be correct (from the link in the OP):
"The Chairman noted that from 2006 through the present, the U.S. has spent nearly $36 billion on climate change, and he questioned whether that spending has had meaningful benefits."
No wonder we have a budget crisis.

and they're bitchin about 60b in budget cuts.

Japan has wasted $78 billion in the last 6 years.
