Who would have thought that "only labor has value" would play out like that? Obama started out saying he was going to fundamentally change the United States. Just as a note - these are the figures provided by a recent North Carolina conference on Medicaid fraud. "Over 95% of Medicaid fraud involves service providers and not recipients. According to the CBO the percentage of fraud & abuse was 20.2% in 2008 â down to 11.8% in 2011 and 7.9% in 2012." Nearly all the states have increased Medicaid/Medicare fraud enforcement in the past 5 years. This is the most "target rich" environment because it has the highest percentage of fraud compared to other benefit programs, and most of the fraud involves providers and not recipients. This means that the enforcement efforts can usually have the end result of getting significant sums of money returned from fraudulent providers - something that is not true when targeting poor benefit recipients.
