Economies do not grow from the bottom up. They grow from the top down. Therefore, it is essential for the rich to get richer in an economy that grows.--but then, everyone gets richer in a top down growing economy. Trickle down works every trip of the train.
The only "fair" income tax is the same tax rate/emption for everyone. Not that we'll ever see it, as "progressive income taxes" are not only immoral, but also a "TOOL OF CONTROL" over the people.
Hillary Clinton wants to raise tax rates on everyone except folks making under 35K. --and those are the very people that need their tax rates raised. For one thing, it would help in giving them incentive to try and be more financially successful.
Now, the real way to have a fair tax is to implement consumption tax and get rid of income tax entirely. Much less opportunity for cheating and corruption. However, we'll never go to consumption tax only, and so our next best option is to have the same tax rate for income across the board.
Politicos are not interested in anything "fair"... let alone income taxation. They are interested only in that which promotes their own "power and control"... beyond that, nothing else matters.

Nope, completly progressive, no brackets. Top 0.1- 1% rates paying much more than they are. The scale would be logarithmic.
Progressive tax rates are completely "unfair". Everyone should pay the same rate whether you make 1,000 a year or 1,000,000,0000 a year. Progressive tax rates are part and parcel of socialism.
