The constitution never limited what programs the congress can fund for the American people it limited the government’s ability to infringe on natural rights. The constitution is the social contract between the people and government. Take for instance the current nationalist movement running through the right wing. Nationalism is abhorrent to our founding principles. The bill of rights is the protections against nationism. It’s based in negativism of governmental power to protect the individual because —- wait it it —- the state should never be above the individual in America. Another example is the separation of church and state. The right wing in America are pushing religious views on things like abortion and criminal law but that is against our founding principles.
