There's no such thing as 'too dumb to be in Congress.' Okay, you said Senator, which, admittedly, may be a higher bar than the House, but still...
So...I think that Harris is the least intelligent VP in my lifetime (with Biden actually being the 2nd least intelligent, Pence being the craziest). Biden is arguably the least intelligent POTUS with Trump being the other candidate (who's also by far the craziest on top of having other terrible traits). I think both of them have experienced significant cognitive decline over the past decade. Anyways, I wouldn't go as far to say that any of these beforementioned people are stupid. Despite her gaffes and this random philosophical word salad, the intended message is no where near as dumb as many of the things Walker has said.
