    Major peer-review scandal causes withdrawal of 43 published scientific papers

    "The peer-review system, which is supposed to serve as a quality assurance system, allowing credentialed experts to pass judgment on new research before it is published, is breaking down. The latest in a series of scandals involves 43 papers, but more are expected to follow.


    Most of them were written by scholars at universities in China, but....


    "the Committee on Publication Ethics, a multidisciplinary group that includes more than 9000 journal editors, issued a statement suggesting a much broader potential problem. The committee, it said, “has become aware of systematic, inappropriate attempts to manipulate the peer review processes of several journals across different publishers.” Those journals are now reviewing manuscripts to determine how many may need to be retracted..."

    Suggestion to committee: Given that the climategate scandal included suggestions by the warmists hoaxers to influence the peer review process, maybe they should take a closer look at some of those "peer reviewed" papers.

    In a highly anticipated announcement, the United States will offer a roughly 28 percent emissions cut as its contribution to a major global climate treaty nearing the final stages of negotiation, according to people briefed on the White House's plans.

    The U.S. plans to announce its commitment Tuesday, the informal deadline for nations to submit their contributions to the United Nations. Although the goal of 26 percent to 28 percent by 2025 isn't new — President Barack Obama first unveiled it last year during a trip to Beijing — the U.S. proposal has drawn intense interest from the vast majority of countries that have yet to announce how deeply they'll pledge to cut greenhouse gas emissions as part of the treaty.

    Obama's pledge constitutes the opening offer by the U.S. as world leaders strive to reach a climate deal powerful and ambitious enough to prevent the worst effects of climate change. In the works for years, the treaty is set to be finalized in Paris in December. If it's successful, it will mark the first time all nations — not just wealthier ones like the U.S. — will have agreed to do something about climate change.

    As part of its proposal, known to climate negotiators as an Intended Nationally Determined Contribution, the U.S. will also assert that its contribution is both ambitious and fair, said the individuals briefed on the U.S. proposal, who requested anonymity because the proposal hasn't been announced.

    What metrics the U.S. will use to back up that claim is not yet clear. The European Union, one of the first parties to submit its contribution, pointed to per capita reductions in emissions to show how it is cutting its carbon footprint. But emissions per capita are far higher in the U.S., making it an inconvenient measure for the U.S. to use to show progress.

    Secretary of State John Kerry is taking heat for exaggerating his role as a senator in organizing the chamber’s first climate-change hearings.

    Questions about Kerry’s repeated assertions that he helped organize and participated in the Senate hearings roughly 27 years ago resurfaced after a March 12 speech before the Atlantic Council, in Washington, D.C.

    “Climate change is an issue that is personal to me, and it has been since the 1980s, when we were organizing the very first climate hearings in the Senate,” Kerry told the audience. “Al Gore, Tim Wirth and a group of us organized the first hearings in the Senate on this, 1988. We heard Jim Hansen sit in front of us and tell us it’s happening now, 1988.”

    The Washington Post fact-checker concluded that Kerry
    at least exaggerated about his involvement and -- comparing his statements to recent tall tales by anchor Brian Williams -- gave him four “Pinocchios.”
