Child labor, 80 hour work weeks, unsafe working conditions, company stores, consumer safety, industrial plants dumping waste into rivers, unsafe and untested drugs, predatory marketing, price fixing, union busting... all this and much more are controlled through government regulations. Big companies did not stop these practices on their own, only through government regulations did they change their business practices. And even with these rules it is still a constant effort to catch business trying to get away with breaking the rules, just think what would happen if there were no rules.

I think the only thing we may ever agree on is that billions of oil profits should have been spent on planning contingencies for such an event. Most probably thought measures were already in place. The remarkable thing is that Obama is taking most of the heat for this, largely from the left. (Visit the washington post, ny times, huffpost, etc...) If that isn't an argument enough against his competence... nothing short of accidentally nuking Canada, would convince them.
You are focused on the wrong issue. Its the inactivity that seems so dreadful. The country is concerned about the lack of effective response. Obama stepped aside during the banking crises and it got him the job. This time stepping aside may have cost him the job.
