That is a great point, important to be cognisant of the difference and that they are not interchangeable terms. I'd say that is confusing a lot of Americans.
Okay, the court slapped Obama down and stopped his plans by finding that his "executive action" rather than his "executive order" was an unconstitutional power grab- if that works for you. And Hillary was the subject of a "matter" rather than an "investigation." An executive order cannot reverse a law of congress which gives a little hint right there why he went with an executive action- pretending that he had some kind of undefined presidential power there. That's fine if you can get the courts to by it- and he couldn't.
