Scientists do not believe human activities threaten to disrupt the Earth's climate
by Joseph Bast (January 30, 2001)

Over 17,000 scientists have signed a petition saying, in part, "there is no convincing scientific evidence that human release of carbon dioxide, methane, or other greenhouse gases is causing or will, in the foreseeable future, cause catastrophic heating of the Earth's atmosphere and disruption of the Earth's climate." [The names of persons who have signed the petition can be viewed at http://www.oism.org/pproject.]

The petition is being circulated by the Oregon Institute of Science and Medicine, an independent research organization that receives no funding from industry.

Among the signers of the petition are over 2,100 physicists, geophysicists, climatologists, meteorologists, and environmental scientists who are especially well-qualified to evaluate the effects of carbon dioxide on the Earth's atmosphere. Another 4,400 signers are scientists qualified to comment on carbon dioxide's effects on plant and animal life. Nearly all of the signers have some sort of advanced technical training.

The qualifications of the signers of the Oregon Institute Petition are dramatically better than the qualifications of the 2,600 "scientists" who have signed a competing petition, circulated by Ozone Action, calling for immediate action to counter global warming. An investigation by Citizens for a Sound Economy found that more than 90 percent of the Ozone Action petition's signers lacked credentials to speak with authority on the issue. [Citizens for a Sound Economy, "Analyses Finds Only 10% of Ozone Action 2600 are 'Experts' on Global Warming," news release, October 29, 1997.] The entire list included just one climatologist.

Over one hundred climate scientists signed the 1996 Leipzig Declaration, which stated in part, "there does not exist today a general scientific consensus about the importance of greenhouse warming from rising levels of carbon dioxide. On the contrary, most scientists now accept the fact that actual observations from Earth satellites show no climate warming whatsoever." [Dr. S. Fred Singer, Hot Talk, Cold Science: Global Warming's Unfinished Debate (Oakland, CA: The Independent Institute, 1997), pages 40-43.]

A survey of 36 state climatologists--scientists retained by state governments to monitor and research climate issues--conducted in September and October 1997 found that 58 percent disagreed with the statement, "global warming is for real," while only 36 percent agreed.[ American Viewpoint, "Survey of State & Regional Climatologists, September-October 1997, Annotated Questionnaire," October 1997] A remarkable 89 percent agreed that "current science is unable to isolate and measure variations in global temperatures caused only by man-made factors."

The same survey found that none of the climatologists strongly agreed, and only 11 percent "somewhat agreed," with the following statement: "Reducing anthropogenic or man-made carbon dioxide emissions among developed nations such as the United States to 1990 levels will prevent global temperatures from rising." Eighty-six percent disagreed with the statement.

Global warming alarmists have sought to silence their critics by calling them a small group of industry-funded dissenters from the "scientific consensus." [Ross Gelbspan, The Heat is On: The High Stakes Battle Over Earth's Threatened Climate (New York, NY: Addison-Wesley Publishing Company, 1997).] The Oregon Institute Petition, the Leipzig Declaration, and the survey of practicing climatologists prove these claims are false. We should keep in mind, however, that scientific truths are not found by polling scientists, but through rigorous debate recorded in peer-reviewed journals. As the following points show, global warming skeptics can win that debate, too.

  2. Great, thanks!

Now, if an article is produced that would show 100K scientists signed a petition saying GW was real, do the GW's win 100K to 17K?

Oh, and one other thing...does the signatures of those 17K scientists make your claim true that:

GW is the Greatest Deception in the History of Science.

Hard to prove that all those scientists who do hold GW are true are trying to deceive the public.

Sounds like one heckova conspiracy theory...

What I see is a difference of opinion, and a need for two things:

    Caution, and more research.

    Don't you agree?

Unless you think and can prove that every single scientist who supports GW is 100% wrong, I think the issue deserves quite a bit more serious examination before reaching a definitive conclusion.

My thinking is to build a big biosphere, populate it with a bunch of politicians who think GW is fake, and hook up the exhaust pipes of a bunch of cars to the biosphere, equal in percentage basis to the amount of pollution going into our atmosphere...

Second best case, the folks in the biosphere show there is no consequence to the pollution and that GW is not man made...

First best case, a bunch of politicians suffer the consequences of pollutants in the biosphere...

  3. Just another point of view of course, and leaves the question of who actually signs and what is their expertise level to make their signature more or less valid than experts in the field?

In April of 1998, a tiny ultra conservative advocacy group called the Oregon Institute of Science and Medicine, cooperating with the Marshall Institute and Frederick Seitz (a past president of the National Academy of Sciences) circulated a petition among thousands of scientists and weather forecasting professionals nationwide. The original mailing of this petition contained an unpublished scientific paper by Arthur Robinson and his son Zachary of the OISM and William Soon ansd Sallie Baliunas of the Marshall Institute (hereafter referred to as RRSB), a copy of a December 1997 Wall Street Journal editorial entitled "Science Has Spoken - Global Warming is a Myth", and a petition the reader was to sign which called for the elimination of the Kyoto Protocol for international greenhouse gas reductions and opposition to all global warming mitigation efforts.

The mailing attracted immediate attention in the scientific community because the unpublished RRSB paper which it contained had been deliberately printed with a letterhead and page format that bore a striking resemblance to that of the Proceedings of the National Academy of Sciences, a highly respected peer-reviewed scientific journal which had in fact never published it. The paper contained numerous errors, including references to obsolete climate models and studies, out of date calculations, and inappropriate data comparisons. A large portion of RRSB's conclusions, for instance, were based on an analysis of tropospheric temperature measurements from NOAA Polar Orbiting Satellites that is now over 7 years old that has been through two major revisions since the one cited by RRSB (the latest versions show warming). Nearly all of the issues that lead to later revisions were known at the time the Petition Project was released and had been published elsewhere. In fact, the original publication of the analysis used by RRSB for their figures even made specific reference to at least one of the known sources of error and stated that it had not been taken into account in their analysis (RRSB's citation was to a 1997 correspondence in the journal Nature - not to the original publication of the analysis). The paper even contained misquoted numbers and clerical errors that should have been caught by a simple proofreading. Many of its claims were openly contradicted by the references RRSB cited, indicating that they had not even been read closely (or worse, had been deliberately misrepresented). Shortly after the original mailing, the National Academy of Sciences issued a press release disavowing themselves from the petition and the RRSB paper, and strongly criticized it's conclusions and the plagiarism of their journal's publishing format. As of this writing, the RRSB paper is still posted at the OISM web site, and is still being widely cited by global warming skeptics. No attempt has been made to correct any of the errors or to update it in any way.

From the inception of the Global Warming Petition Project, the OISM and the Marshall Institute have boasted that it represents the concensus of a large majority of the scientific community. The Petition has claimed as many as 25,000 signatories at one time or another, though to this day the most commonly cited figure is 17,000. The original mailing was sent to many with backgrounds in meteorology but were not involved in any climate change related fields (it is a common misconception that weather forecasting and climate change are closely related fields). It was then posted on the internet at the OISM web site (www.oism.org) where virtually anyone could sign it and claim whatever "credentials" they wished.

Other than emphatic statements about the PhD's of some, the OISM has done virtually nothing to demonstrate that any of these signatories have any credible knowledge of peer-reviewed climate change science. Most claim a physics background of some sort. A few are geophysicists, meteorologists, and biochemists. The rest are of differing backgrounds. Apart from a tiny handful of climatologists, to what degree any of these people have been involved with climate change science is unknown. The OISM web site requires only a name, an address, and a stated degree with each signature. Beyond that, nothing is required that would verify the status of one's background. No information is requested regarding professional affiliations, publications, or information about one's professional experience in any field, much less in climate science. Signatories are not required to name the university their degree was obtained from or even whether or not it is accredited. It is common for advocates of pseudoscientific views to believe that a PhD immediately qualifies someone to speak on any subject regardless of whether or not they have any direct experience in the field in question (Consider, for instance, the writings of creationists and the way they showcase the PhD's of their advocates, few of whom are involved in actual research or published in peer reviewed journals).

To no one's surprise, within weeks of it's release the Petition had accumulated numerous bogus signatures, including "Dr. Red Wine", characters from the TV show MASH, the author John Grisham, and a "Dr." Geri Halliwell (Ginger Spice) whom were are told, has a Phd. in microbiology. Arthur Robinson admits that the OISM has been unable to keep pranksters from signing the petition. He claims they are "checking" the credentials of all signatories, but it appears that this is being done only in limited ways. The superficiality of these checks, and the prank signatures in particular, though few, clearly illustrate the lax standards behind this whole project, and the unavoidable shortcomings of trying to use a petition drive to garner scientific consensus.

Sadly, the sloppiness and unprofessionalism behind this entire Petition Project illustrates all too clearly, the consequences of using publicity and political advocacy tools like petitions to push policies without involving real scientific consensus anywhere in the process.

  4. Oh, and this, while only 10K, the claim is EPA scientists, which of course wouldn't include the remainder of scientist worldwide...or those not working for the EPA here in the U.S...

Published on Wednesday, November 29, 2006 by Public Employees for Environmental Responsibility
EPA scientists file mass petition for action on global warming

    By Staff
Majority of Entire EPA Workforce Calls for Regulation of Greenhouse Gases

Washington, DC — In an unprecedented action, representatives for more than 10,000 U.S. Environmental Protection Agency scientists are calling on Congress to take immediate action against global warming, according to a petition released today by Public Employees for Environmental Responsibility (PEER). The petition also calls for an end to censorship of agency scientists and other specialists on topics of climate change and the effects of air pollution.

The petition stresses that time is running out to prevent cataclysmic environmental changes induced by human-caused pollution and urges Congress to undertake prompt actions:

“If we wait, we will be committing the next generation of Americans to approximately double the current global warming concentrations, with the associated adverse impacts on human health and the environment.”

The filing of this petition coincides with today’s oral arguments before the U.S. Supreme Court on a case (Massachusetts v. EPA, Case No. 05-1120) brought by states seeking to force the Bush administration to regulate greenhouse gases that fuel global warming under the Clean Air Act.

The petition signatories represent more than half of the total agency workforce. Addressed to the members of the Senate and House committees overseeing EPA, the petition argues that:

    * The Bush administration strategy of “using primarily voluntary and incentive-based programs” to reduce greenhouse gases is not working nor “has [this approach] been effectively carried out;”
    * EPA has abdicated its enforcement responsibilities by “failing to investigate coal-electric plants for technical options to control carbon;” and
    * “EPA’s scientists and engineers [must be able] to speak frankly and directly with Congress and the public regarding climate change, without fear of reprisal.”

“Professionals working for the Environmental Protection Agency are protesting being ordered to sit on the sidelines while we face the greatest environmental challenge of our generation,” stated PEER Executive Director Jeff Ruch, noting that the petition began among agency staff. “Under a new Congress, perhaps the scientists at EPA can begin to directly communicate with their true employers – the American public.”

The letter is signed by presidents of 22 locals of five unions: the American Federation of Government Employees, the Engineers and Scientists of California, the National Association of Government Employees, the National Association of Independent Labor, and the National Treasury Employees Union. These unions represent more than 10,000 EPA scientists, engineers and other technical specialists.

  5. This was already discredited in another thread. Are you new here?

    According to wiki,
"The Oregon Institute of Science and Medicine (OISM) describes itself as "a small research institute" that studies "biochemistry, diagnostic medicine, nutrition, preventive medicine and the molecular biology of aging." It is headed by Arthur B. Robinson, a scientist who has a long history of controversial entanglements with figures on the fringe of accepted research.[citation needed] OISM also markets a home-schooling kit for "parents concerned about socialism in the public schools" and publishes books on how to survive nuclear war."

    Sounds like fringe to me.

    ABSTRACT

A review of the research literature concerning the environmental consequences of increased levels of atmospheric carbon dioxide leads to the conclusion that increases during the 20th Century have produced no deleterious effects upon global weather, climate, or temperature. Increased carbon dioxide has, however, markedly increased plant growth rates. Predictions of harmful climatic effects due to future increases in minor greenhouse gases like CO2 are in error and do not conform to current experimental knowledge.

    Summary

World leaders gathered in Kyoto, Japan, in December 1997 to consider a world treaty restricting emissions of ''greenhouse gases,'' chiefly carbon dioxide (CO2), that are thought to cause ''global warming'' severe increases in Earth's atmospheric and surface temperatures, with disastrous environmental consequences. Predictions of global warming are based on computer climate modeling, a branch of science still in its infancy. The empirical evidence actual measurements of Earth's temperature shows no man-made warming trend. Indeed, over the past two decades, when CO2 levels have been at their highest, global average temperatures have actually cooled slightly.

To be sure, CO2 levels have increased substantially since the Industrial Revolution, and are expected to continue doing so. It is reasonable to believe that humans have been responsible for much of this increase. But the effect on the environment is likely to be benign. Greenhouse gases cause plant life, and the animal life that depends upon it, to thrive. What mankind is doing is liberating carbon from beneath the Earth's surface and putting it into the atmosphere, where it is available for conversion into living organisms.
