I don't understand this. Why not just make it a lot easier and release the following memo... DEPARTMENT OF HOMELAND SECURITY MEMO: Something bad, to which degree we have no idea, could take place at any time. Please be advised this could happen anywhere, but if it happens in your area, you might be in deep shit. It could be by car, bus, train, plane, ship, tanker truck, plutonium leak, gas explosion, airline accident, missile, biological, nuclear and perhaps even radioactive. Please be advised to act accordingly, but do not live in fear or anything, because that is totally unnecessary.
