The PPT likes to comes in when the markets are deeply oversold at or near lows for the year. Thats when they can create the biggest rallies. Lots of short covering etc.

The Fed also likes to announce emergency cuts when the markets are deeply oversold.

If the markets are well off the lows these pumping actions don't work nearly as well.
