You are correct, can't have a God without a devil and one can look around and make a pretty good argument that God has his hands full dealing with the devil. The real question is just who was it that decided this whole good and evil, rewards and punishment was the thing to believe in? Did it originate in the minds of the oppressed or the oppressors? I might think that the oppressors being vastly outnumbered sold the idea that yes, you slaves are getting the short end of it now, but in the end you get all of eternity in Heaven and the evil oppressors are condemned to Hell.
