It's nice when you can cancel out $172 billion in debt and stop making payments on those- it makes your company look like it may do well, just long enough for your IPO. Then, once all the shares are sold, the shares can continue their downward slide even further.
When the taxpayers get their money back, with interest, GM will still be profitable. There have been massive internal changes - I know this first-hand. The tech GM will be releasing in their cars the next 3 years will be incredible and cause other manufactures to play catchup for the next decade.
