I'm not surprised you're confused though... after all, you don't even understand how basic graphs and y-axis labels work, you couldn't find a link that was given to you in black and white, and you can't search a file for the word "debt." The graph is good because it's a comparison of the monthly AO index at key events (severe winters) of the last 60 years. A trading analogy would be like looking at monthly readings of the A/D line at key market bottoms of the last 60 years. Your confusion, even after I explained the graph to you yesterday, shows you can't grasp the difference between key events on one timeframe and a random jumble of multiple timeframes. Actually you make a good point here -- they're not "random" they are only so bizarre as to look random. Someone has picked those years specifically to manipulate you. Or can you come up with a reason such odd years were picked? If someone presented a trade to me and said "Hey, look at these averages from 1977, 1988, 1989, 1994, 2008" -- isn't this meaningful? I'd punch them in the groin, but not everybody would. Some people would start handing over their money, like yourself. On the bright side, folks like me will protect folks like you from these charlatans.
