Universities like UCLA which is the university actually doing the research? And why couldn't penis washing be one of many factors that could reduce HIV retransmission?
Of course I'm making a fair point. It should be compelling to any reader of the Constitution, who has a desire to adhere to it. My point is that the US supreme court hasn't done a very good job of upholding the constitution in quite some time. I wouldn't expect to have them begin now. Several people have filed briefs similar to the ones you have proposed. The Supreme court refuses to hear the cases. Guess you didn't know that.
Well, in fairness to UCLA, they did offer education to women for washing their penises as well, but the women pointed out that they didn't have them.
Alright, then perhaps using precedent you can explain how the Federal Government doesn't have the authority to spend the tax money it collects.
Why couldn't it be is the wrong question, why would it be is a better one. It's beside the point. It's money that I and my children, and probably grand children will have to pay back. Money for an "economic stimulus" which is going to teach africans how to wash their penises. I get it, you guys support it. You guys are okay with millions being spent on "stimulus activities" such as penis washing instruction. You guys are okay with you and your offspring being stuck with the tab for this nonsense. That doesn't make it constitutional.
Just like the current generation is paying the price for all that research into 'sending pornography across computers'.
