  4. The penis washing wasn't research. It was an initiative to teach men how to wash their penises. It cost nearly a million dollars.

    I don't see any part of the constitution which allows for government to use taxpayer money for such initiatives. Yes, it should be stopped.

    And 'internet' research can be rephrased as a mode to 'send and receive pornography across different geographical locations' since most of the internet is pornography.

  10. The Supreme Court, you tell us, won't read your briefs on how funding HIV prevention is unconstitutional because they're not defending the constitution. That, to me, is the description of a conspiracy.

    The other possibility is that you have some secret knowledge of what is constitutional that they don't possess.
