Getting started in munis?

What is a good place to get started? These seem like low-risk instruments, with a decent upside, and a good place to get started trading.

 

Trading in muni note futures ended 2 years ago, muni bond futures ended 6 years ago.

Termination of Trading in CBOT 10-Year Municipal Note Index

As a result of its fundamental underperformance, lack of traction achieved by the designated market marker program and electronic market making program, and high product support costs, the Board of Directors of the CBOT has determined that CBOT 10-Year Municipal Note Index futures will be phased out and eventually terminated. The March 2006 contract month will remain listed for trading until its normal expiration on Wednesday, March 22, 2006. The CBOT will encourage current users of the 10-Year Municipal Note Index futures contract to utilize the CBOT’s Treasury and Swap futures and options products.

 

I believe the composition of that index was changed too frequently which made it more difficult for institutional investors to hedge portfolios. Oh well.
