While a dose response was seen, based on these data, enrolling a Phase 3 trial may be increasingly difficult given the "lackluster results," says the analyst. Raymond views the setup moving forward for INO-4800 as "increasingly risky" and keeps a Neutral rating on Inovio shares with a $7 price target. The stock in morning trading is up 11c to $6.96.
