Allow gay men to get married but they pay a special Gay tax. This tax can be used to offset the increased healthcare costs due to HIV and maybe some of the extra can be used to pay the deficit. So they have the choice freedom to get married, and the IRS gets extra revenue. And dual Gay income no kids = extra cash for the US.
