im not so sure, i spoke with thinkorswim chat service and they got a couple of compliance officers on, they said its always illegal to front run, but they didn't want to comment on this particular situation, i contacted the SEC and they've told me to get a legal adviser i don't want to do anything illegal i've got yes and no answers and need real hard facts
