After enrolling on the website or with a navigator, there is a second step where you make the payment and if you do not complete that, then you do not get insurance. Right, which is why my reply to Lucrum was absolutely correct. Except you got it completely wrong. Lucrum was implying that if people didn't pay their premiums, the federal government will take care of that tab in the form of new taxes. Except this won't happen as there is no provision in the ACA which pays the entirety of the premium for people and there are certainly no new taxes to do it either. You didn't use any big words, you asked a very basic question while reading the context of Lucrum's post wrong. That's ok, shit happens.
