Enforcing manufacturers to stay in the U.S. will mainly work for companies whose biggest customer base are also in the U.S. such as Ford or Chevrolet. This won't work for companies like Apple where they sell to the entire world and manufacturing in the U.S. would drive their product cost up so high it would make it nearly impossible for them to compete worldwide.
