Might be a coincidence. Comcast is in the process of upgrading speeds, and I've had a few speedtest.net readings of 3Mps up recently.
Yes, I did spend another $10.00 ( over the basic $42.95 service ) for the "Blast" service that gives "Up To 16 MB's" on download. Anyone that is already on the "Performance Plus" service ( which is "Up To 12 MB's on download and $52.95 ) will be automatically switched over to the "Blast" service at no extra charge on Feb. 22nd. Am currently obtaining 5.1 MB on the download across the country to NYC Speakeasy servers and 3.1 MB on the upload ( with my router connected ).

Extended Desktop (multi-monitor) is a Windows function. Any rig will run up to 10 monitors if you have the mobo slots for the video cards, Vostro included. However, if you have more than one video card, they need to be compatible with each other.
I have a Vostro-400. It came with a dual-dvi output GeForce8600 GTS graphics card in the PCI-Express x16 slot. It also comes with 2 "regular" PCI slots, and 1 PCI-Express x1 slot.
