I thought journalist was kidding about the whole thing.. all upgrades\downgrades must be released before market open with minimal delay. otherwise this shit should be considered as insider trading. 2-5 min max delay.pre market only. even if you know the news before everybody else, you will be unable to buy a lot of shares anyway
