Lab experiments has always been a controversy in our society especially when they involved pets like dogs or cats...animals that we most likely give a name that's meaningful to us or reminds us of an animal that grew up with our family. Also, its controversy to do such types of cruel experiments on something we eat as a consumer (e.g. cow, chicken, pigs). Thus, had the same been done to rats or mices...people tend to tolerate such type of experiments. wrbtrader

The agency did go on to specify other instances of experiments on young dogs conducted with support from NIAID, which the agency described as part of efforts to develop a vaccine for leishmaniasis, a sometimes-deadly disease that can lead to disabling disfigurations among survivors; it is common in some developing nations throughout some tropical regions and southern Europe. So "we didn't support that experiment, but we do similar ones here".
And the article goes on to explain how the dogs were treated humanely in any experiments. Why don't you read the rest of it.
All it said is their vocal cords were removed humanely. I read it. But oh yeah, we gave dogs viruses that would disfigure them "humanely". I see.
