Are you trying to claim they were trying to contact individuals by phone number and name? You do realize this bulk cell phone data is readily available on the market and used in many population related behavioral studies.

I came to the "fact check" thread to confirm the CDC did - in fact - get cellphone and location data on millions, as you are the all-knowing, all seeing one on the forum for all things COVID, right? I noted that you avoided a direct answer (again). Did the CDC get the data legally?
As outlined in multiple articles -- the CDC purchased the data from a company which sells the information. All of this is completely legal. You can go purchase the exact same data if you so desire.
