Exact rules for executing on CAES

Can someone tell me if a NYSE spec, when sent a marketable order, if he has the option of filling that order on CAES instead of the NYSE as long as the price matches the NBBO on the NYSE?

From what I understand, CAES does not accept anything but marketable orders. NYSE traders, IMO we are one step closer to being dead.
