Euro Bottoming at 1.1880???FED words made more strong the USD???

Buffet goes long term. And in the long run, america will fall, just like Rome and the 3rd Reich

 

take a look at eur/usd here. technicicans would call this building a base on the shorter term charts. what way will this "base" break?? any TA guys care to offer opinions? i say DOWN, not based on TA ofcourse
