SAME here except semi private business lets a good customer use it occasionally;
AT&T {T}had about the worst customer service I ever got.
Better companies may allow phone service on internet line, dont know CA.
V ,PureTalk has given good cell service.
IF{ T }did buy V, some states ,maybe thy will let it run that business.
Maybe best to assume anyone could listen-track to a cell phone;
if not ,no harm done LOL.

No. FBI and DEA also wiretap, which are part of the Justice Dept. NSA is under DoD.
