Canada has a ton of intellectual capital in fact many US based companies hire extensively here ( in general, young Canadians are better educated and more socially adept then their American peers ). What we often don't do is large scale vanity projects as much as some Americans do. You are confusing economies of scale with what intellectual capital is. I know somebody who was part of the infamous Ad Council (originally founded in 1942 as the War Advertising Council) before moving into defence. They did a remarkably effective job of making Amercians unable to think about the topic with any nuance.
