You should also consider http://www.vworker.com/ The site formerly was Rent A Coder but changed names. We have had some success with this site, but have not used the others. Our team primarily used them for small self-contained web focused projects that were not part of our primary product development. Two hints: Have very clear written specs on what you want developed. If the project is web oriented include pictures of other sites with the type of layout you want etc. Ask for public facing examples (if possible) of other projects the firm has implemented as references.
